Well, at the moment, unfortunately no, because its not an established pony type on Equestria. Not yet at least, though its always possible (look at the crystal ponies). So, unless/until they are established as existing in Equestria (or you app a G1 character), characters cannot turn into flutterponies and seaponies upon arrival.
