Hello there! Now that I am less derp than I was yesterday...

I noticed that the answer isn't very well defined for ghosts and actual dead, as opposed to undead people, so whoops, my bad! I can easily change that. But the answer, as a result of what's been happening and without giving too much away, is this:

Ghosts, like vampires and werewolves and such, are given corporeal pony/creature bodies, but still maintain the powers they had as ghosts, just tweaked for MLJ. They can go non-corporeal and invisible if that was a power they possessed, possess objects, not need food like living ponies, etc.

Ghosts do, however, have the added hassle of feeling an inexplicable 'pull' towards Canterlot and/or Everfree, which becomes stronger the closer they are to either destination to the point where it becomes difficult to resist. They are also capable of seeing rainbows very vividly, especially if it pertains to the rainbows that explode when characters appear, disappear, reappear, or die in-game.

In terms of the Underground, the closest equivalent that could be accessed by characters with that kind of power is the underground Cerberus guards. Ghosts can get in with no problem, though getting out will be more difficult. Without sufficient doggy treats.

I hope that helps!
